The Weston Village Business Improvement Area seeks proposals from

consultants interested in designing and facilitating a strategic plan process for the Weston Village BIA that will result in a 2018 – 2023 Strategic Plan.


Background Details on the BIA:


The Weston Village BIA, established in 1979, is situated in the north-west end of Toronto minutes from both the 401 & 400 highways, it is next to the Humber River with its extensive bike trail and walking paths. The Village has a rich and storied history, dating back to the late 1700’s with many historical buildings still remaining. Once a European enclave, we now have many people from the Caribbean with an ever- increasing number of immigrants from the African countries.


The business area currently reflects the cultural and economic diversity of the surrounding community and consists of an eclectic mix of over 180 stores, services and professional offices. With a revitalized GO train service and the Union-Pearson Express, Weston Village is 20 minutes away from both Union Station and Pearson Airport. In addition, a Cultural Hub, with a completion date of 2019 is being developed around our famous 38-year old Weston Village Farmers’ Market.


The Hub will consist of 8,700 square feet of space for arts programming and performances and will include a residential component consisting of 26 live/work spaces for artists as well as a 370-unit, high-end apartment tower. Two other major developments have recently been approved with many others in the works.


Desired Strategic Plan Outcomes

  • Guide the Weston BIA through a full review and refinement of the vision and mission of the BIA.
  • Develop strategic priorities for 2018 as well as a 5- year plan from 2018 to 2023.
  • Establish tools: For evaluation (in consort with staff evaluator specialist) to assess progress towards achieving Weston BIA’s goals (i.e. key performance indicators, measurable outcomes etc.)


    Desired Strategic Planning Outcomes

    You will be required to produce a report at the end of each year and two final reports at the end of the 5-year period, one to be used as an internal document that outlines the Strategic Plan in full as well as an external document to be shared with stakeholders and the public as to our Strategic Direction.



  • The proposed project timeline is from April 1, 2018 to March 31,2023

    Please submit a proposal no longer than 3 (three) pages in length, plus one sample of a strategic plan you have delivered.

    Guidelines for Proposal Content

    Your proposal should be presented in a conceptual, high-level format, with the understanding that the actual scope of work will be refined after consultant selection. The BIA envisions a plan in which a sub-committee (made up of key stakeholders in the area as well as a member of the board of the BIA) will be formed to work with the chosen planner to help flesh out the vision for the area.


    Specific Proposal Contents


  • Name of firm
  • Name and contact information for the consultant (s)
  • Description of experience and qualifications
  • Indication of availability during project period
  • Statement of Work: brief response on approach to the project scope
  • Cost proposal, including hourly rate
  • A rough working schedule for the process
  • At least three references (does not count towards three-page proposal limit).

A Word From Our Chair

Signs have been imminent for the past five years that big changes were in store for Weston. From the first public consultation meetings in 2012 about an exciting new train service called the UP Express, the future started to look good for Weston. Now in its third year of service, the UP proudly boasts that it can transport passengers from Weston to Pearson Airport and Union Station in 20 mins. Housing prices have skyrocketed in Weston over the past two years and homebuyers cite ease of access to downtown as one of the main reasons for buying in Weston.

Revitalization and Change

It’s been 40 years since Weston has witnessed development of any kind, but all that is about to change. Many new developments are coming into the area over the next few years and some have already started. And, in preparation for the upcoming changes, here at the BIA, Board of Management ,we are hard at work putting plans in place that will allow us to take advantage of the good fortune that has been laid at our door. We are in the process of hiring a consultant to do a strategic plan for the area. The consultant will look at Weston as it is now and develop a road map for where we would like to be in the short run (a year from now) and in the long run (5 years from now). Areas that will be looked at in the creation of the strategic plan will include present store composition, streetscaping, events and branding. All will be looked at through the lens of upcoming developments, changing cultural dynamics as well as the rich and storied history of the area.

Poll Regarding:   Intention to expand Weston Village Proposed Expansion Business Improvement Area


On July 4, 2017 City Council stated its intention to pass a by-law to expand The Weston Village Business

Improvement Area to include all rateable property in a business property class north along Weston Road from King Street to Church Street.


A BIA is an association of persons who own rateable property in a business property class and all persons who are non-residential tenants of rateable property within a business property class within a defined area who work in partnership with the City to create thriving, competitive and safe business areas that attract new investment.  By working collectively, BIAs have the organizational and funding capacity to be catalysts for local civic improvement, enhancing the physical quality and economic vitality of their local neighbourhood.


The Toronto Municipal Code Chapter 19, Business Improvement Areas section 19-2.4. requires that a formal poll be conducted before passing a by-law to expand an existing BIA. The owner of the property to which this Notice relates shall give a copy to each non-residential tenant of the property within 30 days of receiving this Notice.   


Ballot Instructions:

  • A person receiving this Notice is entitled to submit ONLY ONE ballot regardless of the number of rateable properties or businesses owned by that person within the proposed area
  • Returned ballots will be treated in confidence and are subject to the provisions of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)
  • If you are a non-residential tenant of rateable property, please download and complete the Declaration and Ballot found at
  • Completed ballots must be received in the City Clerk's Office by 4:30 pm on or before October 06, 2017
